Building Hai Phong as a portal city, the center of economic, industry, commerce, services, tourism in located in the east of the northern coastal as well as a major gateway to the sea of the northern cities, is an important transport hub of the North and the country, and in parallel, is an urban with major defense position.

Population: 45,76 ha

Location: Da Bac hamlet, Gia Minh commune, Thuy Nguyen district, Hai Phong

Stage 1: Constructing technical structures of industrial zone and populated one with total investment estimated is 595.199.944.000 VND from 2008 to 2011.

Stage 2: Constructing industrial and populated zones associated with shipbuilding, equipment and steel structure manufacture factories, houses for employees and experts working in industrial zone and adjacent areas from 2011 to 2015 with estimated amount of 2000 billions VND.
